E sabong license holders before 2022: the nine names
PAGCOR published a list of e-sabong operators “licensed and allowed to commence operations”, dated 28 April 2022. It marks five of them with an asterisk for suspended licensees and gives no reason for the marks.

What a PAGCOR e-sabong license required
The framework PAGCOR approved on 27 April 2022 set the price of entry. These figures show why a license was a heavy commitment.

E-sabong suspension: what happened in 2022
Four dated steps took e-sabong from licensed to suspended.
- 27 April 2022. PAGCOR approves the updated e-sabong regulatory framework.
- 28 April 2022. PAGCOR dates its operator list, with five names marked as suspended licensees.
- 1 May 2022. The ninth operator, Kamura Highlands, begins operating.
- 3 May 2022. A nationwide suspension takes effect. President Duterte had ordered it in a taped Cabinet meeting that aired that day, on the recommendation of the Interior Secretary.

Executive Order 9 e-sabong: what the order says
President Marcos signed Executive Order No. 9 on 28 December 2022, and it took effect immediately. Read it as five commitments.
- All e-sabong operations, including auxiliary operations, continue to be suspended nationwide.
- Live-streaming of live cockfights outside cockpits or premises where fights are held is suspended.
- Online, remote or off-cockpit wagering on live cockfighting is suspended, “regardless of the location of the betting platform”.
- Traditional cockfights authorized or licensed under existing laws are not covered.
- PAGCOR coordinates implementation, and the DILG and PNP act against violators in accordance with law.
The order sets no end date, so the suspension continues until a later law or order changes it.
Can any online sabong site be licensed today?
No working license exists for an online sabong site. EO 9 suspends every e-sabong operation, and PAGCOR’s published operator list stops at 28 April 2022. A House bill passed on 6 June 2025 would go further and invalidate all existing e-sabong permits and licenses, but it applies only if it becomes law.
