10JILI Sabong and the Cockfighting Tab: What the Law Allows

Online e-sabong has been suspended nationwide since 2022, and that fact frames everything about 10JILI sabong. On 29 September 2026 the 10JILI lobby menu showed a Cockfighting tab on desktop and a Sabong tab on mobile. A menu tab is not a license, so the useful question is what Philippine law says about online cockfighting. This page gives you the law, the dates and the checks, and it never asks you to place a bet.

What the 10JILI sabong tab means under Philippine law

The tab is a label. The law attaches to what happens behind a label, and there are three situations you can meet.

Row one is the one that concerns you on a phone or laptop. The order applies to online wagering “regardless of the location of the betting platform”, so a platform hosted abroad gains nothing from its address.

Before you treat any sabong screen as lawful, run four checks:

1. Ask whether the fight is happening in a licensed cockpit you could walk into.
2. Ask whether the bet would be placed remotely, through a stream or a device. If yes, EO 9 suspends it.
3. Ask whether the site cites a PAGCOR e-sabong license, then compare it with the e-sabong license record on this site.
4. Ask whether the operator has explained who regulates it, which is the question whether 10JILI is legit answers in full.

Sabong legal status: three forms, three answers

Sabong is one word for three legal situations. Sort a claim into one of them before you believe it.

The Local Government Code of 1991 (Republic Act No. 7160) gives cities and municipalities the power to license cockpits and regulate cockfighting, in Sections 458 and 447. 10JILI cockfighting: the legal timeline from 1974 to 2026

Lawful cockfighting has a fifty-year paper trail, and e-sabong sits at the end of it. The dates below come from the decrees themselves and from PAGCOR’s own lists.

What the law says about online cockfighting

The written order is short, and you can read all of it. Executive Order No. 9 was signed by President Marcos on 28 December 2022, and it says the following.

1. All e-sabong operations, including auxiliary operations, continue to be suspended nationwide.
2. Live-streaming or broadcasting live cockfights outside cockpits, cockfighting arenas or premises where fights are held is suspended.
3. Online, remote or off-cockpit wagering on live cockfighting is suspended, including platforms situated inside the cockpit.
4. Traditional cockfights authorized or licensed under existing laws are not covered by the suspension.
5. The order took effect immediately, with PAGCOR coordinating and the DILG and PNP acting against violators.

President Duterte gave the earlier spoken order in a taped Cabinet meeting that aired on 3 May 2022. No written order followed it until December.

What breaking the rules costs

EO 9 sets no penalty of its own. It directs the agencies to act against violators “in accordance with law”, which points to the tiers above.
